Because Flywheel locks down the wp-config.php file (see: How do I make changes to my wp-config.php file?), to turn on WP_DEBUG you simply enable it on the Advanced tab in the Flywheel control panel:
Doing so will set define( ‘WP_DEBUG’, true ); in the wp-config.php file. For more information about WP_DEBUG and its uses, check out the WordPress documentation about WP_DEBUG.
